City manager candidate opts out

The latest candidate for city manager opted out of the position over the weekend.

Ben Billingsley of Moab, Utah had actually signed a contract with the city, but cited family reasons for declining the job. 

Billingsley was city finance director for Moab from 2021 to 2023, an 18-month tenure. He told the local newspaper in Moab at that time he resigned to spend more time with family. 

Mayor Don Barnhart said the city is working on a solution to have the position filled until a permanent replacement can be found. 

Clint Peters, the city’s former police chief, has been the interim city manager and has been doing an admirable job. He also applied for the city manager position, but he doesn’t have an accounting background.  

Former city manager Susan Nicosia was a certified public accountant and has been doing contract work for the city, helping it with their budget and millions in dollars in grant administration. 

Peters current agreement with the city is set to expire on Sept. 2.
