West Second Street B&B plans revised

Plans for a bed and breakfast on West Second Street have reemerged and are set to go to the city for approval. Ryan Zinke is asking for a conditional use permit to turn a single-family residence into the Snow Frog Inn. The proposal calls for the bed and breakfast to have six guest rooms and live-in manager quarters.

Zinke first applied for approval on a similar proposal last fall as part of a planned-unit development overlay that also included plans to construct a microbrewey on the north side of the highway.

The planning board recommended approval of the plans, but Zinke pulled the application before the city council could hold a hearing on the matter. At the time Zinke told the Pilot that “disingenuous neighbors” attempted to discredit the project.

Residents near the proposed inn said the project would drive the neighborhood more toward commercial uses and felt both the bed and breakfast and brewery were too high traffic for an otherwise quiet area.

Based on the initial application, city staff noted that the neighborhood is evolving and recommended a corridor study for the West Second Street/ U.S. 93 West area. The city council last month approved a contract for a firm to complete a corridor study for the area, which is expected to be completed within six months.

Now the bed and breakfast proposal is set to return to the City-County Planning Board during its May 16 meeting beginning at 6 p.m. in City Hall.

The property is currently zoned low-density multi-family residential. A bed and breakfast is allowed under that zoning with a conditional use permit.

In his application to the city, Zinke says his intent is to improve “the appearance and character” of the corridor into the city “by preserving historic structures and creating a neighborhood-friendly business on the property.”
